« 'State and Tribes in Syria: Informal Alliances and Conflict Patterns' explores the policies of the successive Syrian governments towards the Arab tribes and their reactions to these policies. The book examines the consequences of the relationship between state and tribe since the fall of the Ottoman Empire and its withdrawal from Syria in 1916 until the eruption of the current Syrian civil war. Throughout history and up to the present day, tribalism continues to influence many issues related to governance, conflict and stability in the Middle East and North Africa. The book provides a dissection of a crucial, but neglected axis of the current crisis on the relationship between the state and the tribes. The research draws on data gathered through interviews with members of Syrian tribes, as well as written literature in various languages including English, Arabic and French. The book combines the research focus of political scientists and anthropologists by relating the local patterns (communities and tribal affiliations) to the larger system (state institutions and policies) of which they are a part. « (Verlagsbeschreibung)

AbstractSince the 1970s, the Syrian regime has been attempting to build a 'Syrian national identity' to promote identification with the Syrian state (al hawiyya al‐wataniyya) while concurrently following policies of survival and legitimisation, to preclude suppressing tribal identity (al hawiyya al‐asha'rya). The regime instead fostered tribal identity and relied on it when confronting internal and external challenges. The Syrian regime's policies aimed to empower tribal identity, while seeking to manipulate this perception for its own ends. As a result, tribal and national identities have been integrated in a relatively harmonious way for three decades. The economic liberalisation project that Bashar al‐Assad pursued, however, disturbed the delicate balance that Hafez al‐Assad had constructed between the national and tribal identities. In the wake of the Syrian uprising, it has become clear that tribal identity was a significant element in the conflict that engulfed the country, shaping local politics and influencing social dynamics in north eastern Syria and parts of the south. Over the past few years, tribal identity has become a powerful form of expression in Syria, which is increasingly evolving to replace its national counterpart. This paper will use a constructivist approach, which argues that tribal identity has its roots in the origins of the tribes but has been subject to external manipulation by political actors in their struggles for power. In Syria, as in other states, such actions carry the risk of civil war, precipitating degrees of state failure (Hashemi, 2015) in which the tribal and national identities clash.

International media outlets have covered the news of Syrian tribes since the beginning of the protest movement that erupted in the country in 2011. This started with the "Friday of Tribes," when Syrian tribes participating in protests against the Syrian regime in the Syrian city of Dar'a began chanting "faz'a" (chanting for support), which meant that they were seeking solidarity from other tribes for defense against the regime's aggression. As the Syrian uprising turned into a civil war that involved many players, some media outlets focused on the scenes of tribal leaders pledging allegiance to the Islamic State of Iraq and Syria (ISIS), or of others being summoned to Geneva, Switzerland, to hold talks with Western powers about the possibility of mobilizing against ISIS militants. One could only wonder exactly why tribal loyalties continued to play such a significant role in the everyday events of the Syrian civil war when many civil society advocates had argued that tribal affiliation in Syria had diminished.

Historians, sociologists and political scientists have shown a great interest in tribalism, ethnicity and religious identities in the Middle East for many years, and have attempted to study their influence on the stability of the states in the region. The resilience of tribes towards the traumatic events of the twentieth century highlights their capacity to adapt to changing conditions on the ground, such as the shock of colonialism, which created new political borders in the Middle East, thus hindering tribal movement and migration, and the shock of Arab national-ism, which considered the tribe as a backward part of society that needed to be modernized and incorporated into modern society.

Post-conflict scenarios are often proposed for Arab countries that have witnessed significant changes and civil wars. Yet the plans for reconciliation, transitional justice, and the return of the displaced often overlook the real conditions that make these recommendations impossible. This book provides a critical analysis of current post-conflict frameworks for Syria and Iraq. Drawing on empirical research, the book shows that reconciliation and reconstruction scenarios need to be considered alongside the realities on the ground. It argues that Iraq and Syria exist in a condition of 'conflict transformation' rather than of 'conflict termination', because the extreme changes that accompanied these countries into war continue long after the conflicts end. Furthermore, the chapters highlight why experts should not seek solutions in culturalist terms and ancestral enmities, or rely on the wartime status quo. Rather, they should look to the specific military, political, economic and socio-cultural conditions that require different solutions. A critical analysis of existing post-conflict frameworks, their applicability and their potential outcomes in Iraq and Syria, the book is a vital contribution to post-conflict studies. It highlights the need for new approaches to reconstruction and peacebuilding in Arab countries and points to how they should be found.
